The purpose of the annual mid-year supplemental budget is to make necessary adjustments to the current year’s budget due to grant acceptances or costs that, per state law, "could not reasonably have been foreseen." By reappropriating unspent funds in several departments’ budgets for new, discretionary policy priorities, CB 121253 goes beyond routine changes to the adopted budget. (Update: adopted in City Council 9 to 0 on Aug. 11, 2026 – but read just for kicks!)
The current General Fund financial plan projects a $48.8 million unreserved ending balance (underspend) for 2026 and the city faces a projected $173 million GF deficit in 2027. Given this outlook, Council could choose to modify or reject some of these proposals and reserve funds to address the deficit.
The Executive transmitted a mid-year supplemental budget that would increase the 2026 GF budget appropriation by $94 million, with $10.8 million of that one-time and $83.6 million ongoing. On Aug. 4, the Finance, Native Communities, and Tribal Governments Committee made an additional $5.1 million in changes, including redirecting $435,000 from SPD for CCTV cameras to the Human Services Department for other programs.
City Council will vote on the amended legislation on Tuesday, August 11, 2026. UPDATE: City Council added an additional $500k in GF spending and adopted CB 121253 on a 9 to 0 vote.

Using any of the projected $48 million leftover in this year’s budget for new policy initiatives does not help with next year’s projected $173 million deficit.
